Rolling a CalSavers Account Into a Gold IRA

What CalSavers is and why it can be rolled

CalSavers is California's state-facilitated retirement program. It is described in the program disclosure as an automatic-enrollment payroll deduction IRA overseen by the CalSavers Retirement Savings Board (source: CalSavers). Ascensus College Savings Recordkeeping Services acts as program administrator.

The important detail for a rollover: CalSavers is not an employer plan. Every dollar sits in an IRA in your name that follows you across jobs, out of state, and into retirement (source: CalSavers FAQ, Employment Related 1).

Because your CalSavers account is a personal IRA, it is portable and rollover-eligible under the same Internal Revenue Code rules that govern any IRA. You can move the balance to any other IRA, including a self-directed IRA that holds IRS-approved precious metals.

By default CalSavers uses an after-tax Roth IRA. If you never filed a recharacterization form, the account is Roth and rolls to a self-directed Roth IRA. If you switched to a Traditional IRA using Form 305, it rolls to a self-directed Traditional IRA (source: CalSavers FAQ).

The Roth-to-Roth rollover, and what changes if you recharacterized

CalSavers states plainly that the program uses after-tax Roth IRAs. That single fact controls the mechanics of your rollover.

The receiving account has to be the same type as the source account. A CalSavers Roth IRA rolls to another Roth IRA. A CalSavers account that was recharacterized to a Traditional IRA using Form 305 rolls to a Traditional IRA (source: CalSavers FAQ).

You cannot convert money from a Roth CalSavers account to a Traditional gold IRA. The Roth contributions were already taxed. Reversing that treatment would require moving the account to a Traditional IRA first and paying income tax on the conversion in the other direction, an unusual path.

The far more common case is a Roth CalSavers balance rolling directly to a self-directed Roth gold IRA. Your contributions retain their Roth status, your qualified earnings remain tax free at 59.5 and beyond, and the 5-year clock keeps counting where it began.

Transfer versus 60-day rollover: which path to pick

CalSavers supports two ways to move your money to another IRA. Both are legal, but only one is clean in every case.

The trustee-to-trustee transfer sends funds directly from CalSavers to your new custodian. There is no distribution to you, no withholding, and no 60-day clock. The IRS also excludes trustee-to-trustee transfers from the one-rollover-per-year limit that applies to IRA-to-IRA rollovers (source: IRS, Rollovers).

The 60-day rollover is different. CalSavers pays you first, and you have 60 days to redeposit the full amount into another IRA (source: CalSavers FAQ, Withdrawals 6 and 8). Miss the window and the payment becomes a distribution.

An IRA distribution paid to you is subject to 10 percent federal income tax withholding unless you elect out (source: IRS). This is a lower rate than the 20 percent mandatory withholding on employer-plan payouts, but it is still a 60-day trap if you do not act quickly.

How to roll a CalSavers account into a gold IRA, step by step

The trustee-to-trustee path takes five steps. Do them in this order and your money never touches your hands.

  1. Confirm the account type on your CalSavers dashboard. Log in at saver.calsavers.com and check whether the account is Roth (default) or Traditional after a recharacterization. The receiving IRA has to match.
  2. Open a self-directed IRA of the matching type. Choose a custodian that supports precious metals and open a Roth or Traditional self-directed IRA, whichever matches CalSavers. Have the account number, routing information, and mailing address ready.
  3. Call CalSavers Client Services at 855-650-6918 to request the transfer. Ask for a trustee-to-trustee transfer to your new IRA. You will need to provide the receiving institution's name, your account number there, and the delivery address (source: CalSavers FAQ).
  4. Confirm the delivery method and paperless setting. Choose ACH to avoid the 5 dollar paper check fee. Log in to enable electronic delivery on your account statements too, which zeroes the 10 dollar annual paper delivery fee.
  5. Direct your new custodian to buy IRS-approved metals through an approved depository. Once the funds land, choose gold, silver, platinum, or palladium bullion that meets IRS purity rules, and instruct the depository to take physical possession.

The IRS treats a trustee-to-trustee move as a non-reportable transfer, not as a rollover. Because it is not a rollover, it does not consume your one allowed rollover per 12-month period (source: IRS Rollovers page).

The Roth 5-year rule and how it travels with you

Roth IRA earnings are tax free only if the account satisfies the 5-year rule and the participant meets a qualifying condition. The condition is normally reaching age 59.5. Death, disability, and a first-time home purchase of up to 10,000 dollars also qualify (source: IRS Publication 590-B).

The clock starts January 1 of the tax year of your first Roth IRA contribution to any Roth IRA. So if your first CalSavers payroll deduction posted in 2022, the clock started January 1, 2022, and matures January 1, 2027.

Here is the practical piece for a rollover. A Roth-to-Roth rollover does not reset the clock. Your new self-directed Roth gold IRA inherits the earlier of your existing Roth IRA start dates. Opening a new Roth to receive the CalSavers money does not push the qualification date forward.

Roth contributions can always be withdrawn tax and penalty free at any age, whether or not the 5-year clock is satisfied. Only earnings are subject to the qualification rules (source: CalSavers FAQ, Withdrawals 15).

How California taxes an early Roth IRA distribution

A trustee-to-trustee transfer is not a distribution and is not taxed. The tax question surfaces only if you take money in hand before age 59.5 and do not roll it over within 60 days.

Return of your own Roth contributions is always tax and penalty free, at any age. This is the first-in, first-out rule that governs Roth IRA distributions (source: IRS Publication 590-B).

Earnings are different. Take earnings before age 59.5 and outside the qualified rules, and three taxes can stack. Federal 10 percent additional tax applies under IRC 72(t). California 2.5 percent additional tax applies on FTB Form 3805P. Ordinary income tax also applies at your federal and California rates. California brackets top at 12.3 percent, plus the 1 percent Mental Health Services Tax above 1,000,000 dollars, for a top combined 13.3 percent.

CalSavers fees versus gold IRA fees, side by side

Costs decide whether a rollover to gold is worth it or not. CalSavers is designed to be inexpensive. A self-directed gold IRA is designed to be flexible, and that flexibility comes at a price.

Effective May 1, 2026, CalSavers charges a Fixed Account Fee of 14 dollars a year. It also charges a Total Annualized Asset-Based Fee between 0.225 percent and 0.39 percent of your balance, depending on the investment mix (source: CalSavers FAQ, Fees and Costs). Electronic delivery zeroes the 10 dollar paper delivery fee.

A self-directed gold IRA in California typically runs a one-time setup fee near 80 dollars, an annual custodian fee near 200 dollars, and depository storage near 150 dollars a year for segregated bullion. On top sits the dealer's spread, which is the difference between the buy price of the metal and its resale value on the same day. That spread is usually the largest lifetime cost and the least clearly disclosed.

The result: on a small CalSavers balance, gold IRA fees can eat a large share of the account year one and continue to drag going forward. Compare all-in yearly cost, not one line, before you commit.

IRS rules for the gold IRA once funded

The self-directed gold IRA sits under the same federal rules as any IRA, plus a short list of extra rules for precious metals.

Only IRS-approved metals qualify. The recognized fineness minimums are gold 0.995, silver 0.999, and platinum or palladium 0.9995, drawn from commodity-market delivery standards (source: 26 U.S.C. Section 408). American Gold and Silver Eagles qualify under a separate carve-out for United States-minted coins.

A licensed custodian must hold the account. The custodian is a bank or an IRS-approved non-bank trustee that holds legal title to the IRA and handles tax reporting. You direct the choices; the custodian administers the account.

An approved depository must store the metal, and the law requires the trustee to keep physical possession (source: IRS collectibles snapshot). Risks, red flags, and how California protects you

The gold IRA structure is legitimate and IRS-sanctioned. The risk is rarely the account. It is the sales pitch attached to it.

California's Department of Financial Protection and Innovation regulates financial-service providers in the state and can take enforcement action, including restitution and penalties (source: DFPI). It has pursued real precious-metals fraud.

In one joint action with federal regulators, Red Rock Secured was ordered to pay more than 56,000,000 dollars. A federal court found the firm convinced over 950 people to buy coins worth about 30 million dollars for roughly 69 million dollars. The markups ran between 91.89 percent and 129.97 percent (source: CFTC release 8898-24).

If something goes wrong, a Californian can file a complaint with the DFPI online at dfpi.ca.gov, or call the help line at 1-866-275-2677. National banks are handled by the OCC instead. Filing is free and acknowledged quickly.

When rolling a CalSavers account into gold is a bad idea

A balanced look has to name when this works against you. For many CalSavers savers, rolling to a gold IRA is the wrong move, and saying so plainly is part of an honest guide.

It is usually a bad idea in these situations:

  • Your CalSavers balance is small. The 350 to 500 dollar annual gold IRA cost floor can outweigh diversification value on a five-figure balance. CalSavers charges 14 dollars fixed plus 0.225 to 0.39 percent of assets. That gap is real money for the next 20 years.
  • You may need the money within a few years. Metal is volatile short-term, and exiting means crossing the dealer spread again. Before age 59.5 you may also owe federal 10 percent plus California 2.5 percent additional tax on any earnings you fail to roll over.
  • You want the whole balance in one asset class. Trading a diversified target-date default for a single asset class raises risk, not lowers it. Metal usually earns its place as a portion of a portfolio, not the whole.
  • You have not yet stress-tested the fee schedule. If a company will not disclose its exact spread and its annual fee ladder in writing before you commit, walk away. That is the single strongest red flag.

If one of these describes you, slow down. The added cost and the concentration risk both punish this decision more than most CalSavers savers expect.

Can I roll my CalSavers account into a gold IRA?

CalSavers typically processes distribution requests within three business days once documentation is received, with up to ten business days to reach the receiving institution. During periods of market volatility or year-end, allow five business days for processing. Recent address changes trigger a nine business day hold, and recent banking changes trigger a fifteen calendar day hold, both for security.

Can my employer add money to my CalSavers rollover into gold?

No. CalSavers by law prohibits employer contributions and matching. Employer facilitators send only the amounts payroll-deducted from your own paycheck. There is no employer money in your CalSavers balance to roll over. This is one of the reasons a CalSavers balance stays modest compared with a matched 401(k).

Can I roll my CalSavers into a gold IRA if I move out of California?
