Retirement rules do not care about county lines. Every Sacramento MSA resident opening a gold IRA follows the same IRS framework as any other Californian. What varies is which public pension a saver holds. That pension coverage is not uniform across the four counties.

The pattern to keep in mind: three of the four MSA counties, and every city (including the state capital itself), route through CalPERS Refund mechanics. Only Sacramento County employees follow SCERS refund rules. Talk to a licensed advisor before requesting any refund.

SCERS deep dive: what changes for Sacramento County employees

SCERS coverage inside the 4-county MSA is Sacramento County only. Participating employers on the SCERS list include Sacramento County, Sacramento Superior Court, SETA, the County Sanitation Districts Financing Authority, and a small set of cemetery, recreation-and-park, and community-services districts. Cities do not participate.

SCERS refund rules state a 60-day separation gate. Verbatim: "You must be separated from all SCERS Participating Employers for at least 60 days before withdrawing your contributions." At withdrawal, SCERS offers two payment options. A lump sum paid direct to the member triggers mandatory federal tax withholding and, if under 59.5, may add the 10 percent federal and 2.5 percent California early taxes. A direct rollover to another eligible retirement account (including a self-directed IRA) avoids the 20 percent federal withholding under IRC Section 3405(c).

A SCERS refund is irrevocable and ends SCERS membership. Verbatim: "You cannot return to SCERS-covered employment and keep the refund. You would have to redeposit the refunded contributions and any interest that has accrued to regain the lost service credit."

SCERS also offers a Deferred Member option (leave contributions on deposit, keep service credit) and Reciprocity with certain other California public retirement systems (6-month window). CalPERS covers Placer, El Dorado, Yolo, and every city in the MSA

Three of the four Sacramento MSA counties are CalPERS-contracting agencies. That includes Placer, El Dorado, and Yolo counties. None is a CERL 1937 Act county. Verified against the CalPERS Public Agency Contracts list and the SACRS 1937 Act member roster (20 counties nationwide, none of them Placer, El Dorado, or Yolo).

The City of Sacramento is also not on the SCERS participating-employers list. That places City of Sacramento employees under CalPERS. The same is true for the Cities of Roseville, Folsom, Elk Grove, Rancho Cordova, Citrus Heights, Rocklin, Lincoln, Auburn, Davis, West Sacramento, and Woodland.

CalPERS refund mechanics for Sacramento MSA members follow the standard CalPERS pattern documented at goldcalifornia. The member submits a Refund Election Package after separation. Only the member contribution balance plus interest is refundable. A direct rollover to a traditional IRA avoids the 20 percent federal withholding. The refund ends CalPERS membership.

State employees at Sacramento offices of the Department of Motor Vehicles, Franchise Tax Board, EDD, Caltrans, or the Judicial Council are also CalPERS members. Many also participate in Savings Plus, the state 401(k) and 457(b) program. Savings Plus accepts rollovers in from traditional IRAs and rolls out to a traditional IRA at a distributable event.

Sacramento MSA teachers, community-college faculty, and UC Davis employees

Public school and community-college educators across all four Sacramento MSA counties are covered by the California State Teachers Retirement System (CalSTRS). That includes Elk Grove Unified, San Juan Unified, Sacramento City Unified, Twin Rivers Unified, Roseville Joint Union High, Placer Union High, Los Rios Community College District, Davis Joint Unified, and Woodland Joint Unified.

Classified school staff (non-certificated: clerical, food service, custodial) fall under CalPERS in most Sacramento MSA districts under the Schools Pool contract, unless the district has separately negotiated an alternate plan. CalSTRS also runs Pension2, a supplemental 403(b) and 457(b) program. Pension2 accepts rollover contributions in from 401(a)/(k), 403(b), governmental 457(b), and traditional IRA.

UC Davis and UC Davis Medical Center employees are covered by the UC Retirement Plan (UCRP), not by CalPERS or SCERS. UC Davis is the only UC campus inside the Sacramento MSA (main campus in Yolo County, Med Center in Sacramento County).

UCRP Lump Sum Cashout (LSC) is available only to 1976-Tier members. Members in 2013-Tier or 2016-Tier do not have LSC access. When available, the LSC can be rolled to the UC 403(b), the UC 457(b), the UC DC Plan, another qualified plan, or a traditional IRA.

California state income tax raises the cost of every distribution. A large withdrawal in a high-income year can push you into a higher California bracket on that portion.
