TSP basics for a California federal employee
The Thrift Savings Plan is the federal government's defined-contribution retirement plan for civilian employees (FERS or CSRS) and uniformed-services members. Unlike a CalPERS-style pension, it is your own account with a balance you own. You can split contributions across the G, F, C, S, and I funds, or invest in the Lifecycle (L) funds.
For a rollover decision, two facts matter most. First, your TSP balance is an asset you control, and rolling it to an IRA is permitted once you have a distributable event. Second, the TSP carries plan-side tax features (most notably the G Fund interest rate, the age-55 separation carve-out, and the age-50 public-safety carve-out under IRC 72(t)(10)) that you forfeit the moment dollars leave the plan.
The 2026 elective-deferral limit for the TSP is $24,500, with an $8,000 catch-up for participants age 50 and over, and an $11,250 super catch-up for participants age 60 to 63 (source: IRS, 2026 contribution limits). Those limits govern contributions, not rollovers, but they tell you how large a TSP account can grow over a federal career.
Who is eligible to roll a TSP balance to a gold IRA?
Eligibility is event-driven, not age-driven alone. The TSP allows a rollover-eligible distribution in two main situations.
The first is separation from federal service. Once your separation is reported by your agency, you can request a partial or full distribution, installments, an annuity, or a direct rollover/transfer to another eligible employer plan or to an IRA (source: TSP, Withdrawals in retirement, Wayback 2025-10-06).
The second is an age-59.5 in-service withdrawal. Active federal employees who have reached age 59.5 can take an age-based in-service withdrawal that is also an eligible rollover distribution.
Hardship in-service withdrawals are a separate category and are not eligible for rollover. They stay taxable, and if you are under 59.5 with no exception, they trigger the 10% federal and 2.5% California additional taxes.
How do you roll a TSP balance into a gold IRA?
Once you have a triggering event and have decided a rollover fits your situation, the steps follow a clear order. The direct route is the one that protects you from withholding and deadlines.
- Confirm your distributable event is recognized in My Account. For separation, your agency must report your separation date. For an age-59.5 in-service withdrawal, your date of birth on file must show age 59.5 or older.
- Open a self-directed IRA with a custodian. Choose a custodian that handles precious metals and appears on the IRS approved-nonbank-trustee list. The custodian holds legal title and handles IRS reporting.
- Decide direct rollover or transfer, and how much to move. Use the TSP "Withdrawals and Rollovers Out" tool in My Account to elect a trustee-to-trustee transfer to your IRA. Partial distributions must be at least $1,000.
- Have the TSP send funds to your IRA custodian. The TSP processes withdrawal and distribution requests each business day. A direct rollover sends the funds to the IRA custodian without 20% withholding and without starting the 60-day clock.
- Fund the metal through the custodian and depository. Once the rollover lands, choose IRS-approved metals, and the approved depository takes physical possession to keep the account compliant.
Allow time for the TSP to process the paperwork, plus mailing or wire transfer time, plus custodian and depository onboarding. Plan in weeks, not days. Hold off on a metal purchase decision until cash actually settles inside the IRA.
Direct rollover versus the 60-day rule and the 20% trap
How the money moves decides whether you keep all of it. There are two paths, and only one avoids an automatic 20% bite.
A direct rollover (sometimes called a trustee-to-trustee transfer) sends the funds straight from the TSP to your IRA custodian. No federal tax is withheld, and no 60-day clock starts. An in-hand payment is different. The IRS says "a retirement plan distribution paid to you is subject to mandatory withholding of 20%, even if you intend to roll it over later" (source: IRS, Rollovers).
If you take the money in hand, you have 60 days to redeposit it into an IRA. Miss that window and the whole amount becomes a taxable distribution.
The trap is the 20% withholding. To roll the full balance within 60 days, you must replace the withheld 20% from your own pocket, then reclaim it later at tax time. The direct rollover removes that problem entirely, which is why it is the route to use.

How is a TSP-sourced distribution taxed in California?
A balance you roll over directly is not taxed when it moves. The tax questions arise only if you take the money in hand, either from the TSP directly or from the IRA after a rollover.
An in-hand distribution enters your California adjusted gross income as ordinary income (source: California FTB, Early distributions). California has nine brackets topping at 12.3%, plus a 1% Mental Health Services Tax on income over $1,000,000, for a top combined rate of 13.3%.
The early-withdrawal stack before age 59.5
Age changes the math sharply. If you take a TSP-sourced distribution before age 59.5 with no qualifying exception, you may owe a 10% additional federal income tax and a 2.5% additional California income tax (source: FTB Form 3805P instructions).
The California 2.5% is reported on FTB Form 3805P, stacked on the federal 10% from IRC 72(t)(1) and IRS Publication 590-B. Combined, that is 12.5% in penalty tax before any ordinary income tax. A direct rollover into a gold IRA avoids this layer entirely, because nothing is distributed to you at that moment.

The age-50 and age-55 carve-outs you lose when you roll to an IRA
This is the part most rollover pitches skip, and it is the single most important factual point for a federal employee weighing this move. The TSP carries two early-distribution carve-outs that an IRA does not.
The first is the age-55 separation carve-out under IRC 72(t)(2)(A)(v). A participant who separates from federal service in or after the year they reach age 55 can take TSP distributions free of the 10% federal additional tax. California's FTB Form 3805P instructions name the same carve-out at the state level, so the 2.5% state additional tax is also avoided.
The second is the IRC 72(t)(10) carve-out for qualified public safety employees. SECURE 2.0 expanded that definition to include federal law-enforcement officers, federal customs and border protection officers, federal firefighters, and air traffic controllers. The list also covers nuclear materials couriers, U.S. Capitol Police, Supreme Court Police, and diplomatic security special agents of the State Department. The age threshold drops to 50, or 25 years of service with the employer, whichever is earlier (source: 26 U.S.C. Section 72(t)(10)).
Here is the trap. IRC 72(t)(3) excludes IRAs from 72(t)(2)(A)(v). Once dollars are rolled into a self-directed gold IRA, neither carve-out applies anymore. From inside the IRA, the only IRA-side exceptions of IRC 72(t) (death, disability, SEPP, $10,000 first-time home, certain medical, qualified birth or adoption, terminal illness, and others in Pub 590-B) are available until age 59.5.
Picture a California-resident federal LEO who separates at age 51 and rolls the TSP balance into a gold IRA. She takes a distribution at age 52. The stack is the full 10% federal plus 2.5% California, 12.5% combined, plus ordinary income tax. Had the same LEO taken the same distribution from the TSP itself before rolling, both additional-tax layers would be zero.

TSP-specific gotchas: loans, annuity purchase, life-expectancy SEPP
Three TSP features need spelling out, because each one can convert a clean rollover plan into a tax surprise.
Outstanding TSP loan at separation. The TSP allows general-purpose and primary-residence loans with a $1,000 minimum. The interest rate is set at the G Fund rate for the month before the loan request (source: TSP, TSP Loans, Wayback 2025-07-15).
The TSP states that if a separated participant lets the loan become delinquent, the loan is foreclosed. The IRS then treats the outstanding balance and accrued interest as if you had taken a distribution. For a California resident under 59.5 with no exception, that converts the unpaid balance into ordinary income, plus 10% federal and 2.5% California additional taxes.
TSP annuity purchase is a one-way door. Once you use TSP funds to buy a life annuity through the TSP annuity provider, the funds leave your TSP account, are not rolled to an IRA, and cannot be reversed. The minimum is $3,500. If you are considering a precious-metals IRA route, do not use the annuity option for the same dollars.
Life-expectancy installments are an IRC 72(t)(2)(A)(iv) SEPP plan. The TSP says receiving installments based on life expectancy is one of the exceptions to the 10% early distribution penalty tax. The same source warns the penalty applies retroactively if you stop the installments or take additional money within five years of starting or before age 59.5. A rollover to a gold IRA that breaks an active life-expectancy installment plan can trigger the retroactive stack at federal and California levels.
IRS rules for the gold IRA itself
If you roll a TSP balance into a gold IRA, the account follows the same federal rules as any IRA. Four points matter most.
Only IRS-approved metals qualify. The recognized minimum fineness is gold .995, silver .999, and platinum or palladium .9995, drawn from commodity-market delivery standards (source: 26 U.S.C. Section 408). American Gold and Silver Eagles qualify under a separate carve-out for U.S.-minted coins.
A licensed custodian must hold the account. The custodian is a bank or an IRS-approved non-bank trustee that holds legal title and handles reporting. You direct the choices, but the custodian administers the account.
An approved depository must store the metal, and the law requires the trustee to keep physical possession (source: IRS collectibles snapshot). What fees does a gold IRA carry?
A gold IRA costs more to run than a TSP fund. The TSP's expense ratios are among the lowest in the industry; the G Fund, for instance, is effectively free of credit risk and carries a tiny administrative load. A self-directed IRA holding physical metal cannot match that cost profile.
Expect a one-time setup fee, an annual custodian fee, and an annual storage fee paid to the depository. On top sits the dealer's spread, the gap between what you pay for metal and what it would sell for the same day. The spread is usually the largest lifetime cost and the least clearly disclosed.

Risks, red flags, and how California protects you
The account structure is legitimate and IRS-sanctioned. The risk is rarely the account. It is the sales pitch attached to it.
California's Department of Financial Protection and Innovation regulates financial-service providers in the state and can take enforcement action, including restitution and penalties (source: DFPI). Federal regulators are also active on precious-metals fraud aimed at retirement money.
The CFTC's civil action against Regal Assets specifically describes solicitations to roll "IRAs, 401(k)s, and TSP" into self-directed precious-metals accounts. The CFTC alleges the firm misappropriated more than $21 million in customer funds (source: CFTC release 8791-23). A federal employee separating with a TSP balance is exactly the target profile.
In a separate joint action, Red Rock Secured was ordered to pay more than $56 million. A federal court found the firm convinced over 950 people to buy coins worth about $30 million for roughly $69 million. The markups ran between 91.89% and 129.97% (source: CFTC release 8898-24).

When rolling a TSP balance into gold is a bad idea
A balanced look has to name when this works against you. For many federal employees, rolling the TSP to fund a gold IRA is the wrong move, and saying so plainly is part of an honest guide.
It is usually a bad idea in these situations:
- You are under age 59.5 and qualify for an age-55 or age-50 carve-out you would forfeit. A federal LEO at 51, a customs officer at 52, or any federal employee at 56 who separated already has the 10% federal and 2.5% California additional taxes waived on TSP-side distributions. Rolling to an IRA reinstates both until 59.5.
- You may need the money within a few years. Metal is volatile short-term, and selling means crossing the dealer spread again. Adding the early-distribution stack on top of that compounds the cost.
- You hold a small balance against the fee drag. Setup, annual custodian, storage, and the dealer spread are largely fixed. On a small TSP balance, those costs can take a meaningful share each year compared with the TSP's near-zero expense ratios.
- You have an outstanding TSP loan or active life-expectancy installments. A rollover that triggers a loan foreclosure or breaks a SEPP schedule can convert a clean retirement plan into a tax surprise at federal and California levels.
- You have no other retirement savings outside the TSP. Trading your primary balance for a single asset class leaves no buffer. A diversified base usually comes first, with metal as a portion rather than the whole.
If one of these describes you, slowing down is the sensible call. The forfeited carve-outs and the fixed annual costs both punish a rollover decision more than most federal employees expect.
TSP gold IRA questions, answered
Can I roll my TSP into a gold IRA while I am still working?
Only after age 59.5. Active federal employees who have reached age 59.5 can take an age-based in-service withdrawal that qualifies as an eligible rollover distribution. Before age 59.5, an active employee cannot roll the TSP to an IRA. Hardship in-service withdrawals are a separate category that is not rollover-eligible.
Will the TSP withhold taxes on my rollover?
A direct rollover (trustee-to-trustee transfer) to your IRA is not subject to the 20% mandatory federal withholding, because no money is paid to you. An in-hand payment, by contrast, must have 20% federal tax withheld at the source, even if you intend to redeposit the funds within 60 days.

No. IRC 72(t)(3) excludes IRAs from the age-55 separation exception under IRC 72(t)(2)(A)(v). I am a federal LEO under 50 with 25 years of service. Does the public safety carve-out apply if I roll?
The IRC 72(t)(10) carve-out applies inside the TSP at the earlier of age 50 or 25 years of service with the employer. The same IRC 72(t)(3) rule excludes IRAs from the underlying separation-from-service exception, so the public safety carve-out also stops applying once you roll the TSP balance into an IRA. What is the minimum TSP distribution amount I can roll?
The TSP requires partial distributions to be at least $1,000. Installment fixed-dollar amounts must be at least $25 each. The TSP life annuity purchase requires at least $3,500. There is no maximum on a rollover; you can roll some, all, or split the balance across destinations.
What happens to my outstanding TSP loan if I separate?
You can keep the loan active with monthly payments, pay it off by the required deadline, or allow the loan to be foreclosed. When do I have to start required minimum distributions on a TSP or a rolled gold IRA?
Age 73, under SECURE 2.0 (source: IRS, RMD topic). The required beginning date is April 1 of the year following the calendar year in which you reach age 73. Rolling from the TSP to a gold IRA does not change the RMD age. Inside the gold IRA, an RMD can be satisfied in cash or in-kind, and the metal distributed in-kind is taxed at fair market value as ordinary income.
